Processor running at half speed with XP

I have installed Windows XP with SP2 on my Dell Latitude c840. It has a 1.80 GHz cpu. However, after installing XP it has become very slow. Under the System properties, it shows the CPU speed to be 789 MHz. Any solution ? Thanks.

have u checked the speed in BIOS?

Yes. BIOS speed is 1.8GHz. But windows shows speed to be 1.18GHz or 789MHz. Moreover, windows is almost always 100% busy!!
