Flash Drive

My computer is a Dell Dem.4400 with XP.
Here is my problem...If I have been using a flash drive and switch to another flash drive, it will not recognize the second flash drive until I completely shut the PC down and sestart. It will not recognize the flash drive if I simply reboot...it must be shut down. Here is the kicker...it won't do this EVERY time - but it does MOST of the time...say 90%.
Why won't it recognize the second flash drive???
