ALT function key

I've been having trouble using my ALT+ 164 in order to make a spanish letter (ñ), but it doesn't work, apparently the ALT key is not working.

Is there anything anyone could please suggest?

Is the ALT key working for other things such as ALT F A (File, Save As)?

If it is then use the keyboard shortcut ALT I S to bring up the Symbol dialog box (quicker than using the mouse)

I looked for the ñ character in both normal text and Arial and it's on the seventh row down (Word 2000).

If the ALT key really isn't working then, using the mouse, on the Menu Bar cllick on Insert >> Symbol ... and then select the ñ character

Might be worth treating yourself to a new keyboard if the ALT key has stopped working?
