No. DVD's and traditional CD drives are entirely incompatible.
You need to buy a dvd drive.

The literal answer is "no". However, there are programs that with the use of a DVD drive read the DVD and compresses it into another format so that it can be burnt onto a CD. The new formats are call VCD and SVCD. The catch is that you need a the use of a DVD drive to do this, and, once you have a DVD drive, why would you want to convert it in the first place - just watch it. So, these programs are obsolete now since DVD+CD writer combo drives are so cheap.
An excellent one IMO is the NEC ND-3550A, black, beige and silver. Versions that come with Nero burning software are only a little more expensive.
I have the slightly older sibling, the 3520 and love it.
