Ports wont boot

brand new out of the box and it wont start (somewhat) every thing is plugged in power ide whole nine and for some reason any and all ports dont work the system boots can hear the hard drive loading the only thing is i cant see whats goin on caps lock adn numlock even the optical mouse dont work its like its not even plugged in im stumped been doin this for years need pro opinion ( same thing happend to the last cpu)

maybe this will help
my other computer same exact problem hard drive loads but nothing else no screen as if everything is unplugged but my comp is brand new bought yesterday
