Fake Messenger service Pop Ups Even After HD Rebuilt 3 times

So these strange messages start popping up on my computer all of a sudden-
Like:
Messagef from System to ALert, Microsoft Windows has encounteredan internal error, your registry is corrupted, Microsoft recommends a complete scan.
Microsoft Recommends HTTP://WWW.MSREG.COM
To Repair now for a free download (Click OK)
there are several such messages, always wanting me to go to sites like, www.registrycleanerGold.com, http://repairwindows.net, WWW.RegistryCleanerXPS.com, and WWW.PATCHUPDATE.INFO.
Basically I have Fdisked my partitions, recreated the partitions (using the XP Pro CD), and then did a FULL Format to the Hard-Drives, and no HELP. 15 minutes later these messages start popping up. I run the AdAware, and it cleans up, and they come right back. I clean it using Adawre again - and they reappear.
The only items connected to this machine, is a Cable modem and a small USB Hub.

OS = windows XP Pro - sp2, Mcafee VScan, and firewall enabled. Nothing seems to help.
Please HELP!!!!
