Whenever i open any windows folder or IE, it takes a real long delay, like 20 seconds, then opens. Then whenever i right click on a link on IE and select something like "Open new window" it freezes the screen and doesn't even open it

Click start then run, type prefetch then press enter, click edit then select all, right click any file then click delete, confirm delete
