game port problems

I use a foot pedal in my work (transcription). It is plugged into the game port and configured as a 2-axis 4 button joystick. I cannot get my foot pedal to respond, however. It just keeps playing and I cannot go backward or stop it. I know zilch about gameware, joysticks and the like.
