Uber Noob - Can I OC a Laptop?

hi,

i'm franz as some might know, and i was just wondering if you can OC (overclock) a laptop? And from the very little knowledge i have about OC, if i DO OC, does it make any speed difference if i get a 3.4 GHZ or 3.6 GHZ processor (If i were to oc both)
