I dont know if this would go in this section, but it seemed closest. No matter what IRC program I get, it always says that the connection to the server failed. I dont know where I'm going wrong. Could it involve the fact that I have a DSL connection?

Try different servers. Turn off firewalls. Try different servers on different networks.

Believe it or not, some ISPs do block IRC traffic. If you are on one of these ISPs, you're out of luck I'm afraid.
