Internet explorer won't work

My windows explorer will only display the message "the page cannot be displayed". The recommended settings are all in order as the message requires, but nothing will display on my internet explorer. I can get on the internet through MSN, but not explorer
any thoughts on this one?

Download and run this

Click start then run, type prefetch then press enter, click edit then select all, right click any file then click delete, confirm delete

Click start, all programmes, accessories, system tools to run disc clean up, then from system tools, run disc defragmenter.

Click start then run, type sfc /scannow then press enter, you need the XP CD and Windows File Protection will show a blue onscreen progress bar, when the bar goes, reboot

Will I end up erasing all my programs and having to reload windows if I do this, or will I still have all my programs once I'm done?
