What is the best and cheapest way to access a remote computer with a dynamic IP address?

PC anyware
real VNC plus NO-IP.com
remote desktop connection with static IP
or any other suggestion would be greatly appreciated.

Hey there carolinejoy. I found this program a couple months back, and it works great.

Remote Administrator 2.2

This program you can use to control a computer remotly. And on the security side, this program cannot be used like a backdoor without any of the users knowing that it is connected. (Will need permission from both sides [Client and server] from both sides)
