Fighting with my Monitor

My computer monitor is acting very strangely. It's jumping around even as I am typing this. Not the physical monitor, but what the monitor displays....

In scrolling, it's as if it has a mind of its own, or someone else is using it.

I just did a complete reinstall of my system but wonder if this is due to a virus or simply my monitor dying.?

monitor or mouse issue? Not quite following you, but if this is occuring just after a reinstall, i suspect mouse or video drivers are still in need of installing
