Click start then run, type %TEMP% then press enter, is this where the file is? You can empty the contents of this folder, although anything in use won't delete

Do you run Trend Micro Housecall, if so, have you run it today?

The cookies are not a problem, you could run housecall, clean then re-run it and you would have their cookie at least

Same with the proxy, it goes with housecall

You could click tools, internet options, advanced to tick empty the temporary internet files folder when the browser is closed, and tick do not save encrypted pages to disc, click apply, close IE then open it

See if disc clean up clears the proxy file

If trend micro is the resident anti virus programme then it's fine, even if you used the online version only it would still be fine

Click start then run, type regedit then press enter, click file, click export, the dot should be in all, name the file, include the date so you can find them easily, save them to a folder which only has registry back ups in

The dot needs to be in all, as it is in the image in post 279, this means you will export / save all the registry

So save it with the dot where it is, the saved file will be 50MB plus
