Program to force safe mode

I can't get into safe mode by pressing F8 or by going to msconfig. Is there any kind of progam available to get my computer into safe mode another way without reformatting my hard drive & reinstalling WinXP. Checks of my computer doesn't show any virus's or spyware on my hard drive, but I need to get to safe mode to run my virus checker to be sure.
