internet explorer - wierd error message

when connected via a network (works fine when using dial-up) and trying to use internet explorer 6 i get this error message

[B]Forbidden
You were denied access because:
Access denied by access control list.

This also effects other programs such as Active world...

I have tried everything and have come to a dead end., i am sure i am being stupid and it can be fixed easily... please help!
