XP Keeps removing "Shortcut To"

For some reason Windows XP keeps removing, "Shortcut to" in the name of a Shortcut I make.
If the file is called text.txt and I make a shortcut of it, instead of beeen called "Shortcut to text.txt" it just sats "text.lnk" it removed it few times before and I opened up TweakUI and ticked "Prefix "Shortcut to" on new shourtcuts, but for some reason it removes that tick.
Anyone have any idea why ?
