What is the model and brand of the web cam?
Maybe you should trying going to the actual manufacture web site for the drivers. Seems maybe the drivers your putting on for the cam is incorrect and windows is giving you the code 28 error.

To reinstall the drivers for this device, click Reinstall Driver
Solution button: Reinstall Driver
This code means the device was not installed completely.
To resolve this issue, follow the recommended solution. If that does not work, try removing the device from Device Manager and using the Add New Hardware wizard to redetect it. You may need to obtain updated drivers if the error still occurs.

If you bought it off ebay and currently have it with you (since you tried installing it), does it say on the web cam itself what make and model it is?

no mate all it says is digital product pc camera its from hong kong and it says in the manuel USB PORT Pentium 200 or higher cpu
and i was advised by the seller to go to that web site
tried searching for update driver etc and the manuel is really basic state you just plug it in after you install drivers
never had this hassle with my old web cam all old drivers are removed etc

does either the camera itself or the box it came in have an fcc number? (a number that starts with the letters FCC then has a number...usually a long number...often times on a sticker on the device)

nope all it says is pc camera CE FCC (the second c inside the first c ) no number at all on box or manuel or camera

well....i hate to have to say this...but this is what happens when you get a 5 pound camera (not weight...but money)....without the full info (which you have no way of getting) there's not much we can do
