Internet Explorer Runtime Error

When I am logged on to my Windows XP user account and browsing a web page everything works fine, but when another family member logs on to their account and a web page is left open in mine they can not access internet explorer. When opening IE they receive a Microsoft Visual Runtime Error C++. Does anyone have any experience with this problem?
