OS Windows ME starts up , Windows logo appears, then wallpaper, then scandisk starts and when complete (showing no errors)task bar and desktop icons appear on blue screen which almost immediately turns to white and Active Desktop Recovery screen appears before windows restarts and does the same again.
All icons work properly as does the start button etc but do not have enough time to try anything before system restarts.

can you log into safe mode? if so does this still happen?

Same happens in safe mode.
