My internet explorer has been acting "weird" the last few days. Once the internet is up, it jams for a minute and then it keeps going. it just doesnt stop jamming. I have downloaded all the software this sit has recommended but it hasnt stop. what is wrong?

Can you be a little more specific about "jamming"? Does it delay a response, or freeze up completely? Do you still have keyboard and mouse control while it is doing this?
A simple fix might be a System Restore to a known last working time. It will not affect any data files or emails, only system files.
How do you connect to the internet?
