Can not Start XP all the way

Actually I think I did ignore but either way I think I am where i need to be

In the left pane, expand (click +) HKEY_LOCAL_MACHINE, then SOFTWARE, then Microsoft, then Windows NT, then CurrentVersion, and click on Winlogon.
In the right pane, scroll down to Shell. If the value (under the Data column) is not Explorer.exe, double click on Shell, type Explorer.exe in the Value Data field, and click "Ok".
Close all open windows and reboot.

Let's see if we can run a script on this beast. I'm assuming you have a floppy drive on the machine? I'm also assuming you are not on the broken machine....
Download the attached file and extract it to a floppy disk. Navigate to it (using Windows Explorer if necesary) and double click on the file. Accept the prompt to run it. If it won't run that way, right click on it and choose "Merge".

Task Manager > File > New Task
Type cmd and click "Ok"
At the prompt, type regedt32.exe, and press "Enter".
Expand HKEY_CLASSES_ROOT...scroll down to .exe
Value for (Default) = exefile
Value for Content Type = application/x-msdownload
