Lag on IE and Window folder loads

I think it has something to do with the expolorer.exe. Whenever i load my folders, i wait atleast 30 seconds, and the same with my IE. If i right click on IE and click one of the things such as "Open in new window" explorer will freeze, then resume 1 min later w/o opening it in a new window. In safe-mode my computer works perfectly fine. im on a Windows XP SP2 Gateway Computer.
