While using Windows Explorer, I found several files under C:\Windows that are blue and start with $Ntuninstall..... and have sub files called "Spuninst" and " TCPIP.sys. Are these important to the operation of my computer or can they be deleted???

The $NT files are the uninstall files for windows updates. If you have no problems with any updates they can be deleted off your computer. You will not be able to uninstall the specific updates if you do delete them.
