Google TweakUI, an option in there will allow you to disable this.
Be aware that there is no obvious way to distinguish a shortcut from a proper file if you turn the little arrow off. So if you're a fan of dumping things on the desktop, just be careful its a shortcut you're removing and not a full file.

I don't think I can install tweak UI on my operating system (2000 Pro) because it can't find the entry point in the dynamic link library:
TweakUiPowertoySetup[1].exe – Entry Point Not Found. The procedure entry point GetDllDirectoryW could not be located in the dynamic link library KERNEL32.dll.

Never mind. I downloaded the XP version when I actually have 2000 Pro.
