explorer, rundll, and others wont work

My computer says that explorer and others wont work on start up and the details say that its a problem with kernel32.dll and im left with a black screen and a cursur, my task maniger works fine but it says that no programs are running all i can do is shut

I need help!

go to this site download an install the file in the C:\windows\system folder.
