Error while Reformatting

When I try to reformat my PC with Windows XP professional..I get an error saying
"Setup was unable to retrieve or save information about your disk drives.
Access is denied."

What is going on??

I'm not too good with computer stuff but I know a thing or two.. I am reformatting with a CD and it tells me to install thru windows etc..

If you want to wipe the drive of all existing data, set it to boot from the CD ROM, load the XP CD, look for press any key, run set up and press esc to install without repairing
