What is the best PC based, Small Business, Non-Spam, Group Email Softw

I have a friend who runs a hunting outfit. On a regular basis, he emails 500 or so clients a day different things like bulletins, etc. Presently, he is using Outlook Express but it only allows him to send to a set number of clients (20, I think). His requirements, if feasible, would ideally allow him to group email his 500 clients and access or transfer his Outlook Express Address Book for use with the new software. In addition, he would like for it to have carbon copy (cc).

Can anybody recommend a site where I could compare various softwares of this nature OR can anybody recommend a good software suite that would handle my friends needs?

From what I've read and understand, Atomic Mail Sender that can be downloaded from massmailsoftware.com and IntelliContact Pro web-based email marketing software that can be downloaded from intellicontact.com are both very highly rated but without any experience in this matter, I'd like to be sure before I recommend either one to my friend.

I would use Microsoft outlook with the business contact manager. once the address are imported it would just be a matter of setting up distribution lists for him to use.
