Program Problem

I keep getting this program or at least what I think is a program popping up in my toolbar. It doesn't stay for more than a second and doesn't do anything. The problem is if I am playing a game it minimizes the game and most of the time I have to restart the game. The only clue I have is that when I restart my computer I get the message to wait while a program is closing. Nothing is running however. ANy help would greatly appreciated. I thought it might be adware or spyware but I have used many things to remove spyware and all that jazz and it still comes through. Plus the name of the program has Windows in it.

Well thats the problem. WHen it pops up in the toolbar it is blank. I don't know what it is to shut it down.
