dead cpu or mobo

i found out that my pc no longer starts. at first i thought it was the PSU since the fans wouldn't even work. i swapped it and bingo, fans and LED lights work. this lead me to another problem. now there is no visual on my monitor. so i reseated everything and still nothing. so i'm thinking it can either be my MOBO or CPU. i'm don't know much about MOBOs and CPU but all i know is that if there's something wrong with connections on the MOBO, it should make a BEEPING noise. so i disconnected everything besides my PSU. i powered it and the fans went on, but no BEEP. please help. could it be my MOBO dead? or CPU?
