Quickie question: Active desktop?

I seem to have lost the ability to put images or pictures on my desktop. Let's say I see a great pic on the net. Usually you can right click, and chose "Set as Wallpaper." I can't even browse to an existing picture on my hard drive, and click use it for my background. I get this:

I've checked my control panel, and my web browser, but I can't find the setting to enable my desktop to have a picture. Also, how can I get the "Show web content" highlighted? Help? :whistling:

Are you the only user on the computer or is there another user which is the administrator?
