Laptop battery ac adapter dead?

My laptop will not start up at all. When i plug in the ac adapter with the battery in, the charging light goes on for a second and the computer tries to start up but stops and then the light goes off. It keeps doing this over and over. If i try starting it without the battery it does the same thing exept the charging light is not on. I dont know if i need a new battery or ac adapter!! I have a Dell Inspiron 2500.

If you have a DMM (digital multimeter) you can check the output voltage of the ac adapter. It should have a dc voltage output as specified on the adapter. If it has the correct output, the adapter is ok. If not, it has failed and needs to be replaced.
