Unstable Download Speed After Port forwading

After i do port forwarding on my BT voyager 205 i get all the remote peers and woteva, and speeds will go up to what they should be, up to 200k, but then they will go back down to 0k for a while. The connection is realy unstable, it just keeps going up and down. I am using bitcomet but have tried loads of other clients. I am on 2Meg connection, i have limited the download and upload speeds.
I can download slowly without using port forwarding just using local connections. It just seems to happen when i port forward.

Any help would be appreciated.
