explorer.exe doesnt work

Hey everybody i have a problem.... when my computer starts up it gets to the login screen where it tells you to click the user to login except the only account on the computer never shows up! the only way i can get further into the start up process is by typing ctrl+alt+del and then it takes me to my desktop.... except.... the only thing visible is the background, no start bar, no icons, nothing. when the task manager pops up i can do anything that was possible except when i try to manually start explorer.exe nothing happens, no error, no startup, nothing. same with any other system program/tool, as i wanted to access the system restore but it wont work either. any ideas? thanks in advance!

Click start, all programmes, accessories, system tools to run disc clean up, then from system tools, run disc defragmenter.

Click start then run, type prefetch then press enter, click edit then select all, right click any file then click delete, confirm delete

Click start then run, type sfc /scannow then press enter, you will need the XP CD

System File Check will display an onscreen blue progress bar, when the bar goes, reboot.

Download and install
Tune Up 2006 Trial

Run Tune Up Disc Clean Up

Run Tune Up Registry Clean Up

Click Optimize and Improve to run Reg Defrag, which will take a few minutes and need a reboot

After the reboot, click optimize then system optimizer to optimize the computer, select computer with an internet connection from the drop down menu, this also requires a reboot

After the reboot, click optimize then system optimizer to accelerate downloads, select the speed just above your actual connection speed, this requires a reboot

After the reboot, click optimize then system optimizer to run system advisor
