msgsrv32 for windows ME

Microsoft windows ME is the operating system on my laptop(IBM thinkpad 1200 series). My laptop locks up when I try to a log on. I get all the way to the wall paper and the screen is blank. All I can do is move the mouse. when I do a CTRL-ATL-DEL it says that "msgsrv32" is not responding. When I delete the msgsrv32 it just takes me back to a blank windows wallpaper screen.

When I try to boot up in Safe Mode it takes me to the Safe Mode wallpaper and locks up with the hour class displayed on the screen. when I do a CTRL-ATL-DEL it says that "msgsrv32" is not responding. I repeat the same actions as before and get the same results. When I try to reboot I run into the same problem

please some one help me :whistling:
