Sometimes, if I change the arrangement of the plugs and such, it will start up again.

Does the monitor change color when you just wiggle your video cable? Or does it change color when you tap firmly on the monitor itself? Does either of these return normal color for awhile, then monitor returns to discolored state?
Possibly you may have a bad video cable, loose connections caused by not securely screwing down the retaining thumbscrews, or your monitor may have an internal problem. Remote possibility, depending on your answers to questions, is that you have a problem with PC's video card and/or old driver???
