how do i configuer my computer to use a domain name
p.s can i create my own (i hate pay other people $$$ for stuff)

If you want a website or a domain name, you must be able to host your site on a server. For example if you look at www.gtghosting.com you can get a domain there off of our server.

well you can set up a static IP address and open a port on your computer so that users can access the site by connecting to your IP address. In order to get a domain name, you will need to have a DNS.
