Recycle bin doesn't work

Deleted items are not going to my Recycle bin - I have made sure that the option is set to do so.

Also when you open the recycle bin - there are no files, but when you click on empty, I get a question of do I really want to delete these four items.

I have checked the registry and it appears to be correct.

What next?
