Computer Slows after Running Internet Explorer

This one has really got me!

Upgraded a friends computer to Windows 98se. Got all the critical updates from Microsoft.

Everything seems fine except after I run Internet Explorer (latest version) and quit and then go and run another application the computer will just sit and do nothing for about 45 seconds then it will run the new application.

If I start Windows 98 and run any application before I run I.E. I get no delay when I start running another application. This problem only occurs after I have run I.E.

I have run virus scans check for spyware etc etc. nothing shows up.

Anyone go any ideas.
