exe files won't run

Hello Today I got some kind of program on my computer that will not allow me to use exe files except for firefox and avg virus software which does not find anything. . When i Start up my computer right when it says welcome whenm i start my computer a box appears with strange characters< almost look asian . it will not go away until I hit ok. everything on my desktop is there but when I click on it it says unknown file extension. I don't know what to do. i tried doin some on-line scans but they do work. I tried downloading some software but nothing will execute any help would be appreciated....rob

Start the System Restore Utility at a command prompt

1. Restart your computer, and keep tapping F8 during the initial start-up until you get options, select Safe Mode with a Command Prompt then press enter.

2. Log on to your computer with an administrator account or with an account that has administrator credentials.

3. Type the following command at a command prompt, and then press ENTER:


4. Follow the instructions that appear on the screen to restore your computer to an earlier state.

Look for the most recent system checkpoint created before the errors to restore from
