Internet across diffrent users

I have four users on my Windows XP computer, however only one can access the internet. I connect via a router and am on TalkTalk broadband. It says that the user is not "authorised" to view the page. Is there any way I can set it up across my computer?

is it that you cant get on the internet? or is it that when you get to loading a page you get a 403 error?
