Problems with #develop installer

I downloaded the installer from the official website and when I click on it gives me an error message stating that Windows cannot access the file because I may not have the right permissions. I'm the only user of this computer and have complete access, so this should technically work. I have no idea what's causing the problem. I thought it might be my AVG Antivirus program since it gave me warnings about a possible trojan included in the download (I checked, and the installer is clean--the trojan is a known misdiagnose from AVG), but turning it off didn't do much. I would try building the source code, but I have never installed a program without an installer. Any help would be appreciated. Thanks.
