You dont need to every super market and DiY store has tonnes of the stuff, alot of corner shops stock it, its common stuff.

The alcohol to use is isopropyl.
Another is a product called "electrical contact cleaner", a freon-based solvent. It's a bit more expensive, but it does a real good job removing Arctic Silver.
The key property is the lack of residue (100% evaporation) remaining after the use of these solvents. .
