windows not recognizing any programs or files

Was installing Norton Internet Security 2006 and Norton SystemWorks when my computer froze. I restarted it and now windows does not recognize any of my programs or files. It seems like everything is gone except for internet explorer. My desktop loads but i can't click on or open anything. need help fixing, not sure if or how to boot up in safe mode.

Hi nelson58380...

Will the Registry Editor open? Click Start, then Run, type regedit.exe and click "Ok".

If Registry Editor opens, in the left pane, expand (click +) HKEY_LOCAL_MACHINE, then SOFTWARE, then Microsoft, then Windows NT, then CurrentVersion, and click on Winlogon.

In the right pane, scroll down to Shell. Is the value (under the Data column) explorer.exe?
