Hi,
I know that MPEG2 is for DVDs and all that, but can I put an MPEG2 video on a CD? Will a DVD player still read it, or does it absolutly have to be on DVD?

you can make a VCD (video CD) it will play on some DVD players which are VCD compatible. The Quality is much lower though.

Here is the setting ulead dvd movie factory 2 uses:

MPEG files
24 Bits, 352 x 288, 25 fps
(Video CD-PAL)
Video data rate: 1150 kbps
Audio data rate: 224 kbps
MPEG audio layer 2, 44.1 KHz, Stereo
