outlook does not allow sending/receiving settings right on

Ok. I have no clue as to why it wont send/receive. My pop3 settings are correct, (as even the isp said they were) the exact settings work on my home computer, but not this laptop. As you can see, I have internet fine, but my outlook times out. I use a wireless router to connect, and it works great-as the internet does. My home computer routes through it for a connection as well, no problems there. I just can't get outlook to work sending/receiving from my laptop. I heard from another clueless friend that there is a file missing on laptops to use email? I haven't a clue. Someone help me. I need to use this computer for work. Thanks
