System won't boot off CD

I have had quite a few problems with people downloading things onto the computer that I have & I just want to have a fresh start so I decided to reload the PC with windows XP Pro w/SP2. I am having problems with the computer (Dell) not booting from the CD. I have changed the BIOS so the CD Rom drive is the primary boot & it still hasn't helped. I am not sure what all information you need but I have a Intel P4, 512 MB of RAM & an 80 GB HD. It doesn't even prompt me to "Press Any Key to Boot From CD". When I do manually boot it from the CD it says Strike F1 to Retry, Strike F_ to Cancel. I know the CD works still because I have used it before. No scratches or anything. Can someone please help me? Thanks in advance!! If you need more information just ask!

You probably do not have a correct copy of XP. Are you sure you are not using a recovery disk?

do you have quick boot...or quiet boot enabled in the bios? sometimes that makes the "press any key" message not show....put the cd in..and reboot...as soon as the power comes on...start pressing the space bar..

That is the odd thing. I do have the correct copy & it isn't the recovery disk. When I let it boot up and put the CD in a window pops up and asks if I want to install Windows XP Pro w/SP2. I will check but I can almost guarantee that I don't have XP w/SP1 instead. But then all I would have to do is download SP2 on Miscrosoft Update.
I will check to see if Quick Boot or Quiet Boot is enabled - if it is should I just disable it? I will try all this to see if it works & let you know! If you have any other suggestions I am open. Hope it works!

None of this worked. I double checked the BIOS and everything is in order. I even went directly into the Boot Setup and manually chose to boot off the CD Rom. I keep getting the Strike F1 Key to retry error. Is there anything else I can do or try to make this work?
