Windows Picture and Fax Viewer

I am running Windows XP, SP 1, and use Windows Picture and Fax Viewer. As of late, when I click on the icon for "Closes this Window and Opens the image for Editing" it just closes the window and doesn't open the image in my image/graphic program. I never used to use that capability, but now that I enjoy it, it has stopped working. I now have to open my graphics program and open the image within the program .... an extra step.

My image/graphic program settings haven't changed. I thought of uninstalling the Viewer and reinstalling it, but it looks like it is a part of the total Windows "package."

Any thoughts on how to fix this? Thanks.
