Messenger Service Pop up?

My other computer was bought used from a company and whenever browsing on the internet a Messenger Service window will pop up. It says something has occured and that I must go to www.regwinrepair.com or some similar sounding website to fix it. I have used the suggested adware removers and cleaners but it will not get rid of these pop ups. If the computer is left on then a ton of them will be there when you come back to it. The operating system is windows NT. Please help! Thank you in advance!!

It wouldn't let me download the updates because it is saying it can't validate windows. Like I said the computer was bought used and I think it was at a company originally. Is there something else I can do to get the updates?

it says that it appears valid. I have tried to download the shoot the messenger but it is taking a long time and not really opening. I know it is a small file. Should it take that long?
