Limited User unable to access certain applications in XP

I have set up XP with logins for each member of the family. However the scanning software that I just installed can only be used as admin and not by the individual loginids. What do I need to do to provide access to scanner (and Onetouch backup for e.g.) to the individual logins. The user logins are set up as limited users and I don't want to provide broad administrator rights to each of the logins.

Thank you Keith. Seems like the Shared Resource Toolkit is a bit excessive for what I was hoping to accomplish. Any other suggestions? Thanks.
